INCM has the mission of publishing the Official Journal (Diário da República), through which all citizens become aware of the acts that govern the life of Portuguese society. As provided for in art. 119 of the Portuguese Constitution, if the regulatory acts are not published, they have no legal effect.

The Official Journal (Diário da República) is exclusively published electronically at DRE.pt as a public service that offers universal and free access to all of its content and functionalities, with an emphasis on access for citizens with special needs.

The Official Journal (Diário da República) is made up of a 1st and 2nd series:

Documents subject to publication in the 1st and 2nd series of the Official Journal (Diário da República) must be exclusively submitted electronically, using the acts editor made available by INCM, and must meet the reliability and security requirements offered by a qualified electronic signature, and the technical reception and authentication requirements defined by the INCM.

Acts submitted by the Government for publication in the 1st series of the Official Journal (Diário da República) must be submitted through the accredited electronic platform, by means of a communication from the member of the Government responsible for the publication of the Official Journal (Diário da República) to the INCM board of directors

INCM is a founding member of, and actively participates in the European Forum of Official Gazettes and in the Forum of Official Journals of Portuguese Speaking Countries.
